Yes, it's true. With Fast Startup enabled (which it is by default) shut down is a form of hibernation, and the following start up is a warm start up and will restore the state of the kernel at the time of shut down. A Restart is always a full start up from cold and resets the state of the PC.

You can if you wish turn off Fast Startup.

Ever since 2.5" SSDs came out (very expensive then) I used to buy reconditioned 60 GB SSDs for the OS and always disabled hiberfil.sys via CMD (hence no Fast Startup), disabled System Restore and SysMain (superfetch) and I still run my NVMe's with the same settings today. So there's no difference for me between shutdown or restart. The video is a good heads-up, though, for default Windows settings.

I always used to do a restart before making an incremental backup image to get a clean slate as it were.

Some 'issues' with W11 such as Nightlight not working correctly often responded to turning off fast start. So yes, all true in the video.

One of the first things I do with a new Windows OS is kill hibernation. Don't want it; never needed it. During the same "personalization" session, I turn off "fast startup." What's the rush? My machines go from stone cold to desktop (fully loaded except for MBAM, which is a slowpoke at everything) in around 20 seconds.

Sorry, but I don't agree. If you shut down your computer, like i do every night before I go to bed, then turn it on the next day, I get a refresh. The RAM is cleared out. . . So, it doesn't really matter. You won't notice a difference regardless. PLUS, that video is showing a HDD instead of an SSD. Plus, I shut down my computer every single night to save on electricity. If i'm not using my computer, it's completely turned off.

Agreed. Totally agreed. I shut down any running machine at night before bed, and boot fresh in the morning. I have a timer on the power strip for the computer, the monitor and the speakers (but not the modem and router), and they all power off at midnight and awaken at 8:30. Yes, I'm (long) retired.

If Fast Startup is enabled, then the state of the Kernel will be saved to hyberfil.sys, it's reloaded at startup along with any error states it may have had. A restart loads everything from scratch, ensuring that everything gets reset.

One of the first things I do with a new computer or fresh Windows install is turn off Fast Startup. When it comes to using restart, I'll do a normal restart or if I want to be sure everything is refreshed I'll hold the Shift key then hit restart. It's an old habit I got into years ago. It's also an easy way to get more boot options.

I hope this is not the wrong place for this, but here goes anyway.

Many years ago, I developed the habit of not only hitting the BIG RED Switch on my IBM AT, but then turning off the power strip that the PC was plugged into. That was a plain Jane power strip, but I added my own Surge Suppressors to it.

Then somewhere, along the way, PC's started turning off from within Windows. And, I discovered the "Quick Shutdown" shortcut.
That changed a little bit over the years, but here's the syntax for that shortcut that I use today, with Win-7, 8.1, 10 or 11.
%windir%\System32\shutdown.exe /s /t 1
To make that into a Re-Boot shortcut, just change the /s to /r
* Yes, there are spaces in that command, that need to be there.

On a new install, I make both of those shortcuts and pin them to the taskbar, for easy One Click operation.
I've been doing that for my Computer Customers for years, and they love the convenience of a One Click Shutdown.

Then I turn off the power at the Surge Suppressed Power Strip, that, by the way, is plugged into a UPS, that also contains surge suppression.
That gives me two layers of protection for my PC, even when it's turned off.

The decision to use Fast Startup depends on largely on users preference and hardware.

If you have a pc with an HDD, you will generally see a significant improvement over boot times using Fast Startup.

If you have a pc with an NVME drive, much less benefit.

Some hardware does not play so well with Fast Startup e.g. wifi may not kick in until a full shutdown is performed.

Other PCs have no issues.

So in the end, choose what suits you.

Trial and error is simplest way to decide what to do e.g. you may find although startup is faster, shutdown takes longer.

Also, those fully powering pc off every day, can actually be shortening life of pc due to initial power surges.

Well, there are two schools of thought about
1 leaving it running
2 shutting it down

They go this way: a computer will only run for so long before it fails, and a computer will only start so many times before it fails.

I, for one, never recommended one or the other above; I merely reported what I do. No blah blah blah here.

One of the first things I do with a new install of Windows is to turn off hibernation. Over night, I always remove power from my PC. I have always done that. The ethernet switches, router, and ONT are always powered. When I have hibernation on, it is slower to shut down. It can be argued that it is faster to start with hibernation but I prefer to cold start Windows.
