I thought it was going to do the same for me yesterday - stuck around 60% and was pretty slow before that too. But I just left it and sometime (hours) later it eventually did complete. I could only put it down to this being an old incompatible system on which I had to do a modified install to get around the cpu and tpm checks.

What happens if you do the following?

Open the command prompt as admin and run the following command:

Code:
reg add "HKLM\SOFTWARE\Policies\Microsoft\Windows\DeliveryOptimization" /v "DODownloadMode" /t REG_DWORD /d 99 /f

Then restart the pc.

The entry in the registry causes the updates to be downloaded via the Bits service.

Try it out for a few days.

If there is no change, delete the entry in the registry with this command in an command prompt as admin:

Code:
reg delete "HKLM\SOFTWARE\Policies\Microsoft\Windows\DeliveryOptimization" /v "DODownloadMode" /f

and then restart the pc again.

With which error code fails the update?

Look at the Update history from the Windows Update Page in the Settings.

This update is failing for quite a few people both on this board and on the feedback hub. For many it installed just fine. For some it stops downloading at 60% and for others it has put them in an update loop at every restart, me included. I was one of the lucky ones who managed to finally get it to install. Since I was in an update loop with no way to log in, I had to first restore a backup image to get stable. Here's what I did to get it to install, but my procedure has NOT worked for others.

Turn off any and all third party antivirus/antimalware, including Malwarebytes.
I strongly suggest you make a backup image.

1. reset windows update Reset Windows Update in Windows 11 Tutorial restart
2. run update troubleshooter settings-system-troubleshoot-other troubleshooters-windows update-run
3. command prompt as administrator-type sfc /scannow to repair corrupted files. Restart if any files are repaired.
4. Manually download KB5014668 from update catalog - Microsoft Update Catalog
5. Make sure antivirus/antimalware is still turned off and manually apply update.

If it still fails, you can wait for July's patch Tuesday to see if the monthly update will apply to your system without error. This monthly update should replace KB5014668 which is an optional update. If the July update fails to apply, the only thing I can suggest further would be a repair install. Repair Install Windows 11 with an In-place Upgrade Tutorial
