Solved KB5018496

This update will download but not install. I also download the file from the Windows Update Cataloge but same result, will not install.

You can try to delete Windows Update cache, restart the computer and search for updates again. Maybe there is a newer update you have installed that makes this update obsolete and installing it fails. If after deleting the cache doesn't appear again it means it is not applicable to your system. To delete the Windows Update cache open This PC, click on the Windows hard disk and from the tools tab select Disk Cleanup (you can also search for that). Click to also clean up advanced system files. Then make sure you check the Windows Update box.

If an update downloads but doesn't install then clearing the SoftwareDistribution folder is very unlikely to do anything. Additionally, if an update is no longer applicable to a machine, it will usually "silently fail" rather than giving an error message.

Can you install November 8th's update? That update you cant install is the preview for November.
