This update was installed in April and has always showed up in "uninstall update" listing (after clicking "update history") but only in Administrator User account. My ordinary account does not show such listing. Instead, it recommends searching with Administrator account. There are a few discussions online about whether or not to remove it, but they are equivocal although a few gurus seem to lean towards non-removal. But recently, I have been having some issues ... like disappearing installed apps and frequent Wi-Fi disconnection. I don't know if they are interconnected.

An account for a User with Standard rights doesn't have the same capabilities as a User with Administrator rights, can't do as much to the computer. Applies to both Local Account and Microsoft Account.

Only users who are the built-in Administrator, or belong to the Administrators group, are allowed to uninstall Updates.

KB5056579 is the most recent .NET 4.8.1 update. While some apps do depend on .NET, not all of them do. It's probably not the reason for your Wi-FI issues, which tend to be driver-related.

Only users who are the built-in Administrator, or belong to the Administrators group, are allowed to uninstall Updates.

How do I check if I have NET 3.5 or NET 4.8.1?

Most W11 PC's will have .NET 4.8.1 installed. 3.5 is a legacy version which is available for older apps, but is normally disabled.
The standard .NET update will patch both versions if present.
