Improvements and fixes​

This security update includes quality improvements.

Note: Hotpatch is now generally available for Windows 11, version 25H2 and 24H2 (Arm64) devices. To get started, check the prerequisites, disable Compiled Hybrid PE (CHPE), and enroll the devices in a quality update policy with Hotpatch enabled. For more information, see prerequisites.

The following summary outlines key issues addressed by this update. The bold text within the brackets indicates the item or area of the change.

• [Networking] Fixed: This update addresses a security issue in the Windows Routing and Remote Access Service (RRAS) management tool. If you connect to a malicious remote server, an attacker could disrupt the tool or run code on your device. For more information about these security fixes, see CVE-2026-25172, CVE-2026-25173, and CVE-2026-26111.

Note: This hotpatch update is offered only to hotpatch‑enabled devices. No action is required for devices that receive standard Windows updates.

This hotpatch update will install and take effect without requiring you to restart the device. For more information see Hotpatch updates.

If you've already installed previous updates, your device will download and install only the new updates included in this package.

How to get this update​

Before you install this update

Microsoft combines the latest servicing stack update (SSU) for your operating system with the hotpatch update. For general information about SSUs, see Servicing stack updates.

If you are using Windows Update, the latest SSU installs with this update.

Prerequisites: Get your Arm64 device hotpatch ready​

To use Hotpatch updates, your device must meet the following requirements:

• Windows 11 Enterprise, version 25H2 or 24H2 (Build 26100.4929 or later), with the current baseline update installed.
• Microsoft Intune with a Hotpatch-enabled Windows quality update policy (see “Enroll Arm64 devices to receive Hotpatch updates").
• An eligible license: Windows 11 Enterprise E3 or E5, Microsoft 365 F3, Windows 11 Education A3 or A5, Microsoft 365 Business Premium, or Windows 365 Enterprise.
• Virtualization-based security (VBS) enabled.
• Compiled Hybrid PE (CHPE) disabled.

One-time setup: Disable CHPE to enable Hotpatch on Arm64

To enable hotpatching on Arm64 devices, you must also disable CHPE. CHPE is a compatibility layer that's not compatible with Hotpatch updates.

• Use the DisableCHPE policy. Apply the following configuration service provider (CSP) setting via Microsoft Intune or Group Policy, then restart the device once. Learn more at System Policy CSP.
  
  ./Device/Vendor/MSFT/Policy/Config/Hotpatch/DisableCHPE = 1
• Use registry keys. You can also set the following registry key value to 1, then restart the device once.
  
  HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\HotPatchRestrictions = 1

Enroll Arm64 devices to receive Hotpatch updates

To enroll devices to receive Hotpatch updates:

1. Go to the Microsoft Intune admin center.
2. Navigate to Devices > Windows updates > Quality updates.
3. If you're creating a new policy, select Create Windows quality update policy. To edit an existing policy, select it from the list under Name. On the following screen, select Edit next to Settings.
4. Next to Automatic update deployment settings, ensure that the option “When available, apply without restarting the device” is set to Allow.
5. Assign the policy to your Arm64 device group.
