Keyboard Keys Stop Working (Possibly Due to Wireless Mouse Drivers)

Laptop - Lenovo T480
Windows Version - 24H2

Issue - The following keys stop working:
F1, F2, F8, F9, Home, PageUp (but not PageDown), Delete, 5, 6, -, =, *, leftCtrl (but not right), Win
Similar posts can be found over the net, e.g: 1, 2...
Added note: Issue persists even if I boot Linux from a persistent Live USB. It only goes away after I do...

Temporary Fix - Take out wireless mouse's USB dongle, boot in safe mode, restart as normal

I'm unsure as to what is causing the issue. My best guess is the drivers? As soon as I plug in the USB dongle, Windows automatically adds "HID Keyboard Device", which it gives no option of disabling, only uninstalling, and other drivers in Device Manager.

Do you have one of those gaming mice? Some of them act as keyboard devices to send programmable key macros on a mouse click.

Yes. I use a PC291A, and it came with those extra mouse buttons configured for actions like going back on a webpage. Do those interfere with the keyboard itself?

They shouldn't on paper, but the one of the mouse's drivers will identify as a HID keyboard in order to send key codes.

You can check if the mouse's config tool has a setting to disable key combinations. If that doesn't work you can look in Device Manager, and disable the mouse's HID keyboard device (make sure you pick the right one).
