Our Town just recently passed a by-law that states (forces) home owners to maintain their boulevard. I did it any way as it just appears to be an extension of my lawn. That said others do not and the Town would cut every so often. Not anymore, your house, our boulevard, you maintain. If not, we will and we will add to your taxes. Actually impacted such a small number of home owners that it passed without any real fight.
