The problem is here! It doesn't work (the flag).

Scrollbar in Edge:
1. Classic (deprecating in progress)
2. Fluent (in current versions)
3. Fluent Overlay (insiders and flags in Stable/optional for the Stable channel)

Difference between #2 and #3:
Fluen ScroollBAR always shows the scrollBAR.
Fluent Overlay scrollBAR will appear whenever you hover the mouse on it.

They have implemented the flags in Stable (latest update), but it doesn't work.
I mentioned it for debugging purposes, not for fun! Maybe is mixed with a bit of fun!

I'm aware of this option, it was there before. It's not "Fluent Overlay Scrollbar" and is an accessibility option, like the Windows 11 Accessibility setting:

Edge Version 119.0.2151.58 did not appear to fix the bug on Windows 11 where Edge continuously runs in the background, however it does appear to have been fixed with the latest Microsoft Edge WebView2 Runtime automatically downloaded yesterday - version of the same in my control panel matches the Edge version: 119.0.2151.58. This is the case for both my Windows 11 machines. C-Cleaner no longer requests to close Edge before running, Sandboxie will actually autodelete Edge properly again, & the MS Edge processes in taskmanager all go once Edge has been closed as they should do.

EDIT - Spoke too soon. Problem not fixed.
