To access services (phone calls, sms and photos) from your smartphone using Link to Windows on your pc, what account would it be using?
My laptop was set with a Gmail account + password to log on. I now use Windows Hello with a PIN.

Link to Windows is now called Phone Link. It connects your Cell Phone to your Computer via WiFi and using your Microsoft Account (your Email address you use to login to the computer)
You can receive and respond to SMS messages from your phone onto you computer. As well as photos and other apps.

Thanks for the first reply to a problem. A friends pc had a six number PIN to log in, I tried to change it to four using the first four numbers of the six numbers. I did it and confirmed it first time. I restarted the pc and have been locked out for 24 hours.

This has nothing to do with Phone Link, but the Microsoft account login.
At the login page you should have Login Options where you can choose the Password instead of the pin.
