Lockscreen shutdown interrupted before login

I'm trying to get into service mode on the laptop, and when I end up missing some step for whatever reason and getting sent to Windows login, trying to just shutdown at that point always shows a warning like "you and other users could lose unsaved work".

Something seems to be starting up in the background that Windows is considering registered to a user before any user login.

How do I figure out what this is? Note: it will have to be discovered without login.

By the way, I have WSL installed, so maybe that's it, but I can't tell for sure.

It's normal to get a warning that I or another user is logged in right after boot-up and nobody's logged in? The scenario doesn't even make sense.

Who cares though, it only happened once. The warning is only supposed to happen if someone has actually logged in.
