I very rarely need to do anything with Windows partitions beyond what I can do in Diskpart. However, I am doing some experimentation that requires me to shrink some partitions beyond what Diskpart can do.

Since this is something I do exceptionally rarely, I don't want expensive software. If there is anything out there that will allow me to shrink the Windows partition at a reasonable price (or better yet, free) I would appreciate a pointer.

Now if I can really push my luck, my ultimate wish would be for something that includes command line capabilities for scripting.

Once you use them you will never go back to diskpart or disk management

I second the Minitool Partition Wizard. It's one of my basic utility tools next to WinRar.

I also use MiniTool, but I have also used Paragon and EaseUS tools. All of them do any basic partitioning task.
