In the BIOS you should be able to change the boot priority.
The F12 (or whatever key that is) is disabled by default for "security reasons". If you enable it you both see the relevant message and have some seconds on boot to press it and see the Boot Menu. An average user won't need that unless he wants to reinstall Windows. But us advanced users hate it when we are missing features, even if we never use some of them. When I reinstall Windows on a computer my first job is to check for BIOS update and install it if any to maximize compatibility with newer Windows versions, fix bugs and possibly add new features. Then I load BIOS and carefully change some settings for best performance or enable disabled devices etc. I also enable the Boot menu, if disabled, so I can boot from the USB flash drive no matter if the SSD contains data or is unallocated. I then install Windows, drivers and then anything else.
Easier method, hold down the SHIFT key and restart. Select Troubleshoot, then select to boot to BIOS (aka UEFI firmware). You won't do that too often, so you don't normally need to create a shortcut for it. Another method is to reset the PC before fully loading Windows. Do that 3-4 times until you see a message to wait while it loads the Troubleshooting screen. Then select boot to BIOS (aka UEFI firmware).
