Solved Make Not Syncing Permanent in Edge

I do not want to sync Edge with another PC. I set it "not syncing" but periodically Edge will show a pop-up "we are now syncing". I have to go into settings and change to not syncing.

Any way to make not syncing permanent?

Turning off works OK until the next time Edge automatically turns it back on, and then it needs to be manually turned off again.
If I don't catch it, there are hours of work (or better if not too old, a Macrium Reflect disc image). This system is an upgrade system starting with Win 8.1 and there are old I.E lists buried that I can't find to delete. I would like to do a clean install but this is also my recording studio system and I would lose recording add-ons that are no longer available (unrecoverable).

How many systems do you have running Edge(Chrome version), Edge(old version), and maybe IE?
If more than the one, you might need to turn off all(while all systems are on, and leave them on a while, as the ones that have it on, sync to the one you turn off.

Also unlink them from the browser(turn off signed in account) for a while.

But sync doesn't need the system to be on, it just remembers stuff on a server, so the next time you come on line the changes will be applied.
I used to have a problem with Win 10, because of my Wi 8.1 machine, 2 different OS's, but eventually I figured out what the problem was, and basically made changes, then disconnected then temporarily with the MSA, waited a day, then everything was good again.
On your dualboot, make changes to each(turn off sync), and disconnect it from your MSA account for about a day.

As I noted, since mentioned it, the issue is not happening. I just got a new Insider version this morning, "not syncing" did not change with the new version (and new version of Edge).

I'll wait another week before marking this solved.

Because of this feature, some data is stored in the cloud, so if you stop using Microsoft Edge and want everything to be removed from the cloud, here’s precisely what you need to know.

It all comes down to a cloud data reset, and it can be done in a very simple way.

The easiest way to remove your data from Microsoft cloud comes down to two steps.

First of all, just turn off the sync capabilities in the browser, so no new data would be uploaded to the cloud. To do this, follow this path in the browser:

Settings > Profiles > Sync > Turn off sync

Next, when the synchronization capabilities have been turned off, you can proceed with the next step, which comes down to deleting the data that is already stored in the cloud.
