Have you checked for any driver updates? I would try the chipset drivers first.

Have you tried the generic MS video card driver to see if you still have the problem? Sometimes new drivers can cause problems instead of fixing them.

IMO, it's being caused by your KB/mouse setup. I would certainly eliminate it being either of your input devices or the software associated with them if any installed. Either can cause weird stuff to happen. The fact that the corsair can connect multiple ways (cordless or wired)and with all the lighting only adds to there being a possibility of interference. The problem could lie in the devices, the batteries or the dongle. The way to prove it is with a cheap corded mouse and keyboard.
Maybe you could borrow one to test with.

I notice you have wireless keyboard and mouse. I'd try to eliminate that as a possible cause... first.
Try a cheap wired keyboard and mouse. You can find both at a place like Walmart for approx. $20 total.

I also noticed you mentioned, that everything functioned properly in Safe Boot but not clean boot.
Might want to compare Task Manager from each, and look for the differences.
Find the things running in clean boot which aren't running in Safe Boot.

I have an nVidia card in each of my two desktops. No problems with the latest (516.94) "studio" drivers.

My primary system uses the same MB as the OP.

Find the things running in clean boot which aren't running in Safe Boot.
I tested with the keyboard and mouse completely disconnected and turned off (separately - see my previous post) and it still happens. Also doesn't matter if the keyboard/mouse is functioning as wireless or plugged in via USB.

I will look at the Safe Boot vs Normal Task Manager, I like that thought.

I will look around to see if I can find a normal corded mouse/keyboard. Unfortunately most of my stuff is in storage, so that kind of stuff is in some crate somewhere (that I can't get to).

Seems to me though if I pull the dongle, turn off the keyboard, pull the USB and do the same for the mouse, that would eliminate that as a source. When I unplugged & turned off both, and I pulled the dongle, it still was happening.

I appreciate the ideas, because clearly I am at a loss. It is so wierd to see a pause but never have the CPU utilization go about 6%. Always "windows explorer" service rises to the top of Task Manager.

That's all I can think of also. MS doesn't make it easy.
Even then, it's only a possible route to a solution.

You may see nothing in the comparison. Nothing useful anyway.
Things work in Safe boot, and don't in Clean boot. "Maybe" there's a clue.

Unfortunately, until you start getting blue screens, troubleshooting Windows is like trying to catch puppies, in the dark, while wearing a blindfold. :(


Another method might help some. An "In-Place upgrade", fixes Windows problems, but leaves your programs, 3rd party drivers and files intact. This can be used to find where the problem actually lies, in Windows or somewhere in things... not Windows.


On your hardware, an In-Place upgrade should take about 40 minutes total.








Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free

Go here and get the Windows 11 ISO (use the 3rd option), and save the ISO to your desktop.
Download Windows 11
The ISO must be downloaded in the same language as you are using in Windows, to be able to keep your Programs and Files.

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.


The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.

OK, I compared Task Manger in both modes. 144 items are running in a normal boot that are not running in Safe, but it looks like 2/3 of them are system or windows functions. There are also three things running only in Safe (AntiMalware Service and MS Help & Support).

Of note, Malwarebytes was running but the Real Time features were not running and could not be turned on.

I checked again in Safe and it does not occur. I was using the same mouse and keyboard (with the lights lit up on my computer, mouse and keyboard but iCue not running). I think that eliminates the keyboard or mouse, except for iCue (which I will stop and see what happens).

So, I will start to eliminate some (stopping them in Task Manager unless someone tells me something else) focusing on the non-system and Windows processes for now. This is going to take a while. I'll let you know what happens!
