Most native Windows 11 apps are either slow to launch all the time, or become slow after a while

I'm having an issue with many native W11 apps on the most recent update as they can launch slowly at first, taking about 2-4/5 seconds, and then they become fast for what seems like a random amount of time before getting slow again.

This constantly happens to Xbox Game Bar because it can take like 3-4 seconds to launch at first, then it starts launching instantly on subsequent launches, and after 20-40 minutes (I couldn't establish a set pattern), it will become slow again. This also applies to the HDR shortcut because it's tied to the Game Bar, and as someone who uses HDR and SDR modes often, this becomes very annoying as the controls are unresponsive at random times. It's like Windows 11 hibernates these apps and then has to launch them anew every time, but I don't even know why the initial launch is so slow on a fast PC with a 7800x3D and an NVMe.

I am sure this wasn't happening the last time I was using Windows 11 which was about 6 months ago, but then I moved back to W10 and now back again to 11 because of Auto HDR. .Microsoft Store also has the same behavior, and some apps like Photos and Xbox are just permanently slow. Admittedly, store and Xbox were always a bit slow but now it seems more pronounced than usual.
Photos is embarrassingly bad because opening any random photo takes over 2 seconds with a blank screen on the Photos app, something that has been instantaneous with the old versions of the app and especially prior to W11. What's even funnier is that I tried using the Legacy Photos app and that's even more ridiculous, taking 6-8 seconds to open any picture.

Another thing I've noticed that is likely related to this is that native app windows become very choppy after an unspecified amount of time using the PC. Moving their windows is very choppy and unresponsive which isn't the case for regular, non-native apps. I'm using the balanced power mode if that's of any relevance.

Is there anything I can do about this or is there a reason why the native apps are so slow?

You are not alone at this party! The new XML-based apps have many poor performance. They work like a F1 car. They need a first warmup round to get warm! After that, they get a bit faster speed! The "Photos" app is very sluggish at the first load (cause it needs to load its image database!).

Maybe the first time, it's not in the cache and then it is faster because it's in the cache?

Maybe cache or prefetch, I don't know the exact technical term.
Another weird discovery! On systems with hybrid GPUs (iGPU and dGPU), by disabling the dGPU, the apps are significantly faster. I am sure Windows 11 has a problem dedicating integrated OR discrete GPU to the app at the startup. It causes a bit of lag (like inertia in turbo lag! ).
