Multiple Cumulative Updates Not Working since August 2022 with spinning circle

When the update fails, and Windows tries to recover I was not able to boot the system in Safe Mode. Only thing that worked to get the PC running again is to do a restore from the restore point. It's a bizarre problem but I am relentless in trying to find the cause. LOL.
That's odd, because for my machine I can just force power off and on the third attempt it will enter startup repair and automatically undo the updates. I will try to see if I can get to Safe Mode and try messing around in there.

It happens on my machine when the BiOS is set for UEFI only and CSM (i.e. legacy bios) is disabled. Since you're running Windows 10, UEFI is optional and your bios may be setup for legacy.
