Have you tried booting in Safe Mode? It is generally a good place to start. See link below for details.

For a proper shutdown/restart - disable Fast Startup:

You could also scan your system for corrupted Windows fillies by pressing Win Key + X, run Terminal (Admin) and type the following: sfc /scannow

Fast Boot is also recommended as Disabled (from BIOS)- but was talking about Fast Startup - which is strictly related to Windows (and what happens when you Shutdown your machine from Windows). Simply put... it's not a proper shutdown. While using Fast Startup - your system takes the hibernation road (the kernel and essential drivers - are still active in a continues/preserved state - until your restart your computer / Shutdown and Restart work differently - when Fast Startup is Enabled) Thus, if there's any issue with the remaining active components - those issues are basically preserved on shutdown. Yet, if disabled - windows completely resets (properly closings every-string) - avoiding further complications. It's also why Windows updates - can fail sometimes if Fast Startup is Enabled and you Shutdown the system (instead of Restarting it).

That means your Windows Hibernation feature is Disabled (obviously, Fast Startup can't work without). Hey, at least now you know it's not related to Fast Startup.

Next thing to troubleshoot: Startup apps and Services (non-essential to Windows).

Fastest way to test that: Win Key + R, type msconfing, go to Services tab + check Hide all Microsoft Services + Disable the reaming services. Next, press the Windows key (to open start menu) + Search for Startup App + Open it and Disable everything. This steps are just for testing/diagnostics - you can re-enable whatever you find necessary - after you find the issue. Restart and see what happens (all this steps are safe - you can't brake anything essential - even if some of those services/apps are necessary for running a given app or control panel - they're not necessary for core Windows functionality - kinda like Firefox/Chrome without add-ons).
