Plans are there but the names are missing.

Should have names next to them.

Enter these in admin command prompt one at a time to restore the names then they should appear in power options.

I am thinking may be a PSU or motherboard issue but first want to get the power plans corrected.

Windows reports it is on best performance but powercfg reports balanced GUID.

Consider a repair install to fix those missing power settings and replace the CMOS battery and set BIOS defaults in case something is corrupted in the BIOS. Also confirm that basic handshaking between the PSU and motherboard works - look up "PSU paperclip test"

The indications are that the case power button is faulty and is at the Power On state permanently.
This is given by the use of either the PSU or UPS to power off the machine and when used to power on the computer,it starts without using the case button.
Whether the case button is replaceable as a single unit can be determined by partially dissembling the case.

Possible - could connect the power jumper on the motherboard to the reset button to test

Those GUID values are fixed on all computers ?

My case does not have a reset button. Will use a screwdriver to short the pins and see
