My screen glitches when I play games on fullscreen?

I'm using the latest version of Windows 11.

I can't seem to play games on fullscreen or windowed borderless without a glitchy line across the screen. I can play games just fine on windowed mode. The glitch is a line across the screen that is blurry and pixelated. My RX 6500 XT has the latest driver installed so I don't think that's an issue.

Have you tried finding the game .exe, right clicking and disabling fullscreen optimisations?
Also check the refresh rate used in game and by Windows settings to make sure they match (for the display type), try turning on V-Sync in GPU drivers if available.

Yes, I did that and it didn't do anything.

Try checking your GPU drivers for any scaling, sharpening options and turn them off if not already.
Also check Windows settings, see if scaling is set to 100%.
Are you using a Freesync/ G-Sync compatible monitor? If so try turning the feature off/ on depending on current setting.
Do you have a second display you could test with?

Do you have a second display you could test with?
So I used my 144hz G-Sync compatible monitor and it seems that I can play with fullscreen fine if I increase the refresh rate from 60hz to 144hz and if I enable variable refresh rate option in the AMD settings. The game glitches out when I don't have that option enabled. The monitor I'm currently using with the 6500XT doesn't support it so I guess I have to buy a new monitor.

Not necessarily, it seems like there is a refresh mis match with the problem monitor and the GPU drivers, it should be possible with a bit of fiddling with Windows settings, the GPU drivers and maybe the monitors own settings to find a common ground.
Another thing to try is to change the connection type, port and/ or the cable, not all HDMI and DP cables are made equal.
