OK, I solved this mystery and I want to apologize to everyone for giving bad information. I really don't remember as well as I used to.

I just booted from my Minitool boot disk. When I saw it was a different version of Minitool than what I had installed, I remembered that I bought a year's subscription at 50% off several years ago, I did not renew my license after a year and started using the free version.
That boot disk still works. That's the disk I used to resize my EFI partition.
Y'all are all very correct and I am wrong. I tried to make a boot disk just now from the free version and nada, zilch.
So, my sincerest apologies. I do not like to pass on incorrect information.

Don't guess they updated their documentation either because that screenshot above is directly from MS documentation.

I can't say, I did installs in March and April for four machines, and the MSR is first in all of them.

I never even looked at that after the install. Since that partition isn't normally even required, I considered removing it, but decided it wasn't worth the trouble.

OK... here is "proof" that Minitool (free) can resize the EFI partition, from within Windows...

It's all good, I went to re-enable bitlocker and Windows mentioned something about creating a partition to do not sure what.

At the end I ended up with this:

My SSD is 500GB, 1 GB unallocated feels like a waste. I remember having some unallocated space before I started but it wasn't 1GB!

Why is that?

Is it worth fixing this? I'd need to de-encrypt the drive again, shuffle things around, merge, re-encrypt?

I'd be tempted to wipe and start afresh...

Move the Recovery partition all the way to the right.
Then the unallocated space will be right next to the C: drive.
Then you can add that unallocated space to C:

You will notice that my EFI partition is mapped to W. I have repeatedly tried to remove that letter with DiskPart. the letter goes away but then comes back after a while. I assigned that letter during the early stages of this issue to find out what was happening in the EFI partition.

If you have an idea on how to remove it for good, that would also be great!

Partition Wizard interprets a Bitlocker encrypted drive differently to how Windows interprets it. The difference comes down to how each tool interacts with BitLocker:

BitLocker encrypts the entire volume. From the perspective of third-party partition managers like MiniTool Partition Wizard, the drive is just a block of encrypted data. Without access to the decryption keys, the tool cannot distinguish between used and free clusters. As a result, it assumes the entire partition is occupied.

Windows Disk Management integrates with BitLocker. Because it runs inside the operating system, it can query BitLocker directly. Disk Management knows which sectors are actually in use and which are free, so it reports accurate space usage.

MiniTool’s limitation is by design. Partition Wizard can still resize, move, or clone BitLocker volumes, but it cannot analyze their internal file system until the drive is unlocked. This is why you’ll often see the drive listed as “100% full” or “RAW” in third-party tools.

Then it's all good. I was even able to re-enable the Recovery partition which was somehow disabled (and empty).

I've removed W again from Partition Wizard, let's see if it comes back...

The Windows installation is approximately five days.

The recovery partition was RAW and disabled.

If it was just fixed then post a new disk par info.

Chkdsk had reported problems on 11/12.
Newer scans were without reported problems.

To remove drive letter W: on the EFI partition see this tutorial (it was just updated with registry (option seven) in case it is needed:
