Network connectivity issues during software installation

I have a new laptop with Windows 11 Pro installed and am having occasional network connectivity issues when installing software.

Default internet connectivity is fine, using Firefox to browse and installed apps can access the internet with no issues.

While installing the software programs I use I've run into an issue a few times where during the installation, the installer attempts to make an internet connection (for additional components, licensing checks, etc.) and is unable to make a connection. This has happened on 2-4 different occasions for different software. For a couple of those, I was able to get past the issue by enabling TLS 1.0 and TLS 1.1 in the control panel/internet options dialog.

I'm having the problem again with an app that is trying to connect to a licensing server but failing. I found the URL it is attempting to connect to was in the program's log file and it connects fine via Firefox or the Run command.

I've tried the TLS change, disabling firewalls, reinstalling the software but cannot determine what the problem is.

Any ideas or suggestions on how to debug the issue would be appreciated.

Welcome to the forum. Sorry no one has answered. TBH, I have never run into such a situation and FF is my default browser, too.
It would be helpful if you could say which program. Off the top of my head here are a few suggestions to try in no particular order..

Make sure app is allowed in Windows Defender Firewall. Go to Windows Security>Firewall & Network Protection> click "allow an app through firewall". Click "change settings".
If your app is in the list , check the settings. If it's not in the list, click "allow another app" . It will be then in the list and check settings.

Run the program installer.exe as administrator.

Disable any 3rd party AV software or 3rd party firewall.

Disable VPN if you are using one.

Temporarily make Edge your default browser to see if it makes a difference.

A couple of other thoughts:

You did not say if your connection is EiFi or Ethernet. If WiFi, you might try Ethernet, if that is an option for you, to see if that makes a difference.

You might also try disabling the Windows firewall, just temporarily as a test to see if it is somehow blocking something.

Thank you both for the suggestions. I have been traveling and haven't had the time to do any further testing but hope to be able to later this week. I will post again when I have some results.
