I understand that, and I appreciate you bringing it up.
I still believe that given time...a few days...a week...two weeks... that Google will somehow allow me to establish an other email account and will allow me to use my phone number as verification to do that. After all, this isn't the only situation where Google will demand two part verification...

I have an AT&T landline and it still works.
I have had it work on landline to Australia, like Edwin says, one time recorded voice giving conformation. Long time since though. I have no use for Google. Outlook mail suites me and it loves Windows, obviously. I have over 7 Outlook accounts on my Authenticator app and was never once forced to provide a mobile number when creating an account.
