No internet connection on W11 Pro setup routine - What's up?

Ok I was installing W11 Pro 21h2 22000.282 (from latest ISO) yesterday after a mobo/cpu change and decided to go 'clean' with it. I also noticed this problem on my original install on release day. When the setup program gets started it says it would like to get an internet connection or continue with limited setup. I have both wi-fi in our house and an asus z590 board with built-in network and a cable connection connected. What am I doing wrong that it can't connect one way or another to continue without going 'no internet connection' route? Once the install completes I have connectivity at that point but would be nice to have it work right during setup.
