He acquired a usb mouse and KB but we've only been discussing mouse and KB in relation to Windows. If a wired KB will get him into bios, that proves his usb ports are working.as well as KB. That be the case, it should also get him into recovery where he could try a system restore

whole topic is not tracking. OP stated they managed to get into safe mode... so it cant be a hardware issue but then stated that the same issue of freezing occurs in safe mode, which doesnt add up because a wired keyboard in safe mode is impossible to cause driver conflicts. something is seriously jacked on the system if that is the case

Restart the computer and press F2 constantly to boot into Setup (Bios) If this works, there is no problem with the USB outside of Windows.
Go to Integrated Peripherals or Advanced. Look for USB and see if it is Disabled. If so Enable it. Save and Exit

You can also Restart the computer holding the Shift key, once you see the spinning windows wheel, shut down the computer, holding power button for 15 seconds if needed. Then start the computer again. If you see the spinning circle shut down again. Do this 3 times in a row, and you should trigger an Automatic Repair. If this fails, choose Troubleshooting/Advanced . Here you can do a System Restore. to a time before this happened.

when you first boot up and the dell POST screen shows.. are you able to continuously hit F2 to get into the BIOS/UEFI or F12 to bring up the boot menu?
*you stated that you got into safe mode... so i am assuming that is a yes, but will wait for confirmation

How can he open the start menu??? His mouse and keyboard are not working so he can't log in to Windows. I do wish you would read post #1 before posting. I know you mean well. I'm sure OP is capable of querying ChatGPT and CoPilot!

As we suspected, there is nothing wrong with the keyboard or mouse, it is just a software problem, probably a driver issue.
