To fix open Notepad and likely 2 files will appear; 1 new file and the last notepad file you opened.
Close the last notepad file, leaving the blank notepad file open.
Click 'gear' settings at top RH side.
Go to below setting and change to 'Open a new window'.

@Jeddie If you look at the screen dump I have added to my post, you will see I already have selected "Open a new window"

The steps I posted worked ok for me. Sorry I can't help any further.
I thought I had fixed it too by doing as I have done, thank you anyway :-)

You could try going back to open previous session, then run Notepad and see if it has more than one tab there. Close every tab, and after closing the last tab ({X} on the tab, not on the program window) it should close out all previous sessions.

Now go back and change it to New window again.

See if that works.

I had this problem when I set "Opening files" to "Open in new window". You need to also select the option below ("When notepad starts") to be "Open in a new window". Otherwise, when it starts it opens what you had open last in another window all the same. I that was the same file, you get it twice. Lame, but this fixes it for me
