Notepad Scrollbar Doesn't Work When Initially Opened

Has anyone noticed the following oddity with Windows Notepad? It's not a big issue, but surprised that the issue is present at all.

It's a standard Windows 11 Home build (on a HP Omen 16) and the only thing I've done is make the scrollbars visible at all times. However, I've even turned off this feature and I still have the problem. I've not experienced the issue in any other application.

The attached three images show a TXT file opened in Notepad. Looking at the scrollbar in the first image, it doesn't appear that the file is that large going by the shaded area of the scrollbar. When I click in the unshaded area of the scrollbar to move down through the file, the scrollbar moves (second image) but the text doesn't. If I then click in the unshaded area below the shaded area of the scrollbar, the text moved down and the scrollbar rescales and shows the real size of the file, as can be seen from the third image.

    Trackpad has never worked properly since day 1. The same with the new replacement one as well. 2/3 of left side becomes sluggish and then unresponsive and the left button also becomes unresponsive. Lots of people with problem but HP won't acknowledge or fix it.
I *believe* that this is the way that it works, it only loads the first part of the document, and until you scroll it has not yet loaded the complete document.

If you load the document and then do nothing, at all, let it sit there, does the scroll bar ever change to being much smaller? (might need to let it sit as long as 5-10 minutes).

Mine was pretty much instant, File, Open, choose the file. It didn't make any difference whether the file was in local Documents or in a folder on the NAS drive.

I find it hard to believe that a 2KB TXT file with 73 lines in it (not the one shown above) doesn't load in one go, and requires three clicks on the scrollbar to see the end of it (1st click down, 2nd click up, 3rd click down). Page Down and Page Up work fine, as do the arrow keys, but they are moving the cursor which is why they work.

I've opened the same file used in the attached image, and so far, after 5 minutes, the scrollbar hasn't changed. I'll leave it open for a while and come back to it later.

A diagnose I use is the free Notepad++ or the free LibreOffice, see if the same thing happens.

We're dealing with Microsoft here.... I had hoped that it was simply taking some time to actually figure out hte end, but it seems more like it doesn't bother trying to find the end until the user initiates an action that makes the app think you want to actually see more than the first page.

We're dealing with Microsoft here.... I had hoped that it was simply taking some time to actually figure out hte end, but it seems more like it doesn't bother trying to find the end until the user initiates an action that makes the app think you want to actually see more than the first page.
I ended up doing other things last night and it was about an hour later before I checked the open file and the scrollbar was still as it was when I first opened it.

As I said at the start, it's not the end of the world, just an annoyance, but you'd think they could get something this easy to work.
