Wish you good luck with your AV Receiver. For my part , I don't replace anything that I don't have too.
I still own and use a NAD 3020 amp and 4020 receiver from the late 70's which runs a pair of Klipsch
Heresy along with two Pioneer SL1200. I wouldn't trade them for anything today.

I'm sure someone has come across the same as you have.

On a thought, I was wondering if you could stream directly to your A/V from a portable SSD?
Or are you streaming directly from the .Net?

I already ruled out the AVR as the problem (mentioned upthread), I connected my PC to a different output device with a different HDMI cable and got the same behavior. The culprit is within the envelope of my PC, hardware or software.

I would clean install the Nvidia drivers again, use Display Driver Uninstaller (DDU) download version 18.0.7.5 then install NV drivers.
