So is your problem how long it takes for the send/receive to finish or how long between the times it checks? There is a difference.
Changing the send receive frequency will change what interval it checks for mail but it will do nothing to speed up the time it takes to get mail from the server, if that is the problem you are having.
The issue with telling Outlook to send receive for example every 2 or 3min, is if your problem is that it takes a long time for the process to complete, it will actually start another send/receive process while the original send/receive is still processing.
You may be better off signing up at or searching in the TenForums MSOffice section.

It could very well be a server issue. Have you tried compressing your .pst data file (if you use .pst pop3 setup) However I I am not sure if it would be helpful, although it is one of the things suggested.
