Solved Paint Shop Pro 4.12 and 7.04 and 8.1 and 9.01
I have mounted the ISO file and browsing the files. Where are the PSP9 folder? Do I have missed something?

I downloaded the ISO of the version 7.04 instead. Seems to contain more files and folders than 9.01.

Yeah... something happened with the download.
I just downloaded the ISO (from the link in the 1st post), and it HAS the PSP 9 folder.
I'm guessing your AV deleted it, or won't let it mount?
It won't install without the PSP9 folder.
