Windows 11
I'm getting the error message when trying to open a picture file from an external drive. I've tried CHKDSK, SFC, DISM, decimal symbol, virus scan, and updated driver. The drive has all my family pics on it so I'm really in a bind.

Does the drive show in File Explorer? If not does it show in Disk Management [right-click of the Start button]? If in DM it may need a drive letter assigned to enable showing in FE.
