It's the normal learning curve process. Simply make a copy of the image (keeps the original intact) and knock yourself out with experimentation. Irfanview is one of the very few image management programs that most of the options to manipulate an image are pretty self-explanatory. And even though there might appear to be a plethora of options, doesn't mean every single one has to be used, just use the options to format your text and put it in the correct location

Click and drag selection area where text is to go > Edit menu > Insert text .... > format font/size/colour
If it doesn't look good, Undo icon in icon ribbon, start again
To move the text frame, you have to move the text box borders separately. Mouse over top border (double headed cursor) click and drag to desired location where top text border would be, repeat for bottom and side borders until in the right location.

I don't use Irfanview, but it looks like you're using text size 12 on a 4080 x 3060 image.
If it's anything like the image editor I use... size twelve on a very large image like that.... will be so tiny that you won't be able to see it.

For the test I just set the language of the app to English.

Just a comment, I use Paint and when desired add a Text box to an image, choose contrasting colors, adjust text size, Font style, etc. A meaningless example:

When clicking OK, you should've seen the tiny blue bar appear with tiny Mersey in the bottom right corner...
(I replicated the OP's actions exactly, as per post #6, except that the OP cut the right side of the image off!)

The Edit/Insert text... (Ctrl+T) is geared more towards repeat tasks or batch tasks..., once you click OK it will save your settings.
For one-off tasks I suggest just using the Paint Dialog as per post #13.
However, if you want to use Ctrl+T, set it up this way:
