For some reason when I connect my I phone to my desktop there is no allow this device notification on desktop or I phone worked before?

Is it possible that you clicked on a wrong setting the last time you connected the phone to the computer? Have you tried temporarily turning off your security program. On my Galaxy phone I have the OneDrive app installed. I have it set to automatically upload my photos to my online OneDrive account.

Well..., I don't own an iPhone, but, often, with an Android, you have to swipe down the notification panel to access and expand the usb permission notification.

With iPhone not connected go to settings - general - transfer or reset iPhone - select reset, then select 'reset Location and Privacy' type in your password and reset. Just take care what you select.
Connect the iPhone to the computer and log in your phone. You should now get a popup with something like 'allow this device to access photos and videos' then select 'Allow'.
