PowerToy keyboard manager won't let me remap keys more than once, does anyone know how to bypass it?

It should make practical sense having both shifts to work, because thats how shifts work. I don't know why it wouldn't let me use them.


I already converted ";" colon to "shift (right) + ;" semicolon.

The problem is converting ";" to "shift (left) + ;"
