Or windows + Shift + S don't open spinning tool?
It is on but those instructions do not take me to a "Backup" tab. It might be a solution if I can get there.I'm thinking if you have OneDrive turned on and working, the images may autosave to OneDrive.

Mine does that when I press WinKey+PrntScrn. The screen should dim briefly to show it's working, and the image is saved to your Pictures\Screenshots folder.

See if you have turned on 'use PrtScn to open Snip & Sketch'. If so, turn it off. That is what I want to do . It is not working.
Try pressing the Fn and Print Screen keys at the same time to see if a screenshot is successfully taken with this shortcut. You may also try the Fn + Windows key + Print Screen combination. Check if your Print Screen key is working when you use this key combination.
