It is always hard when you dont have the hardware in front of youIt shouldn't be making noise when it's not being accessed. Obviously, it would help to actually hear it, but I can assure you I have two USB HDD drives connected here and they don't continually make noise. It would also be instructive to hear exactly what kind of noise it is making.
We really don't have nearly enough information to make a 100% accurate guess as to exactly what is happening.
My educated guess from my experiences of windows is, that it is a background service locking up the drive.. indexing, shadow-copying, NTFS filesystem mapping etc.
I dont know how many times i have pulled USB sticks in pure frustration over the years sice win2000 or if it was winXP.
