Hello!

I recently purchased a laptop from a retail store with windows 11 on it. When I got it home, there was someone else that the laptop was registered to (the store never told me it was a return). Because they are the admin, there are several things I cannot modify on my laptop. Is there a way to remove them?

This is not acceptable. You need to return it to the store.
You don't know what is on that system.
Have them do the work.

If you purchased it from a reputable store, return it and insist on a new unit. If you can't do that, do a clean install of Win11. As a new user it helps if you provider more specs on your machine in your profile.

I didn't receive any media to reinstall windows 11. How can I do that? And yes, I bought it from BJs.

Yes! Take it back. They sold you what was supposed to be a new laptop and a new laptop is what you should have received. This happened to my wife one time.

The question on my mind is, Why did they return it. The OP should take it back for an exchange or get their money back.

Personally, I will not accept a pre-owned device that I paid in full. My first thought would be to return it or get it replaced. But if it is an open box item with a significant discount, then I would do a reset. But still, the store should have done that already.

Yeah. I agree. 100%. There are many reasons to return a PC but doesn't necessarily mean a defective component. Must be something just superficial, or not enough performance which the OP may not be worried about. It's a decision the OP has to make. But the easiest answer is to return it for sure.

But the easiest answer is to return it for sure.
The manager of the BJ's where the laptop was purchased should be ashamed of themselves. That laptop should have been marked as a return and sold at a discount. When one pays for new, they should get new.
