I noticed that all of the instructions for using "OOBE\BypassNRO" to allow for the creation of a local user account say that you should open a command prompt and run this command when you get to the screen where Windows setup wants to connect you to a network. However, by doing that, you end up going back through some of the same screens that you already went through previously, for example, the screen that asks you to select the keyboard layout.
However, I noticed that I can run "OOBE\BypassNRO" at the very first screen after the reboot. This is the screen asking "Is this the right country or region?".
Can anyone think of any reason NOT to run the command at the very first screen after the reboot?
I know that this may seem like no big deal, but it does actually help me with something that I am working on.
