Quick Settings Closes Instantly (Bluetooth) + Start Menu Search Lag / Freeze

Hello,
I recently installed a fresh installation of Windows 11 Pro, 25H2, by using Rufus.

I allowed windows to update to the most recent updates available.
All drivers downloaded and installed fine.

I am experiencing two strange issues.

Issue 1 ; Quick Settings > Bluetooth
If I click on the Quick Settings in the bottom right of the task bar, and click on the little arrow for Bluetooth to select a device - the quick settings menu instantly closes.


If I right click on the Bluetooth quick settings then choose "Go to Settings", or if I manually go to devices under Settings I can add a bluetooth device just fine.

[UPDATE]
I wanted to add that I went to Group Policy, disabled "Simplify Quick Settings" and ran gpupdate /force to get the original Quick Settings menu back.
In this original Quick Settings (the one that you have all of the settings listed), the Bluetooth > button does not crash and works as it should.

Issue 2 ; Start Menu (Win Key or click start) > Search
If I boot up or restart my PC, immediately after logging in if I press the Win key or click on start and try typing to search the start menu freezes. It is only after several seconds that it will show the keyed in letters. If I allow the PC about 5+ seconds after logging in, the search works normally.

This installation wasn't exactly perfect like 23H2 was.
After the 25H2 clean install, I noticed that weird things like the Microsoft Store wouldn't download apps until I reinstalled the Store via winget.
Gamebar also had to be repaired.

A timeout was reached (45000 milliseconds) while waiting for the Intel(R) Platform License Manager Service service to connect. [Event ID 7009] [Error]
I tried to research this, but very little I understood.

Another issue I noticed, I checked event viewer.

A timeout was reached (45000 milliseconds) while waiting for the Intel(R) Platform License Manager Service service to connect. [Event ID 7009] [Error]
I tried to research this, but very little I understood.

So I reinstalled 25H2 again. Remade the install USB with a fresh ISO + Rufus.
Blocked driver updates from Microsoft via Group Policy, and only installed the drivers downloaded from my motherboard's manufacturer.

This "Intel(R) Platform Licence Manager Service" still was added, with the same errors.
So I used the "SC DELETE" command to remove the service as after further research, this service is only necessary in corporate environments.

The delay / lag when loading windows and immediately using search is now gone.

The Bluetooth (>) button in "Simplify Quick Settings Mode" still however closes immediately.
I did notice a post from Brink mentioning that "Simplify Quick Settings" in Group Policy no longer works - maybe this is somehow tied to that?
