I have all recommendations turned off, but I get this in my start menu. Using 24H2 Release Preview fully update. How do I get rid of this recommended option. All I care about is my pinned apps.

I've found Power Start Menu more than satisfactory. You can try it free, and if you buy it, it's barely more than a cup of Starbucks, and you support the developer. Find it by typing the name in the Search bar on the Microsoft Store page.

No, you can pin normal Win32 programs or files to the Start Menu. Which means they can show up on the Recommended tab.

What do you use your PC for? I’d take a guess that without Windows you’d have to be unhappy with a lesser OS.
I do believe Microsoft want’s to govern itself and the direction they head in. It’s been free reign for quite a while, I am surprised it has taken them this long to take their OS back.. It was well overdue and their prerogative.
If you hate the way it is now, wait until it operates in the same way as ChromeOS/AndroidOS or AppleIOS is laid out, it’s coming sooner than you think.

Did you try Power Start Menu as suggested by @Wisewiz? You can find it in the Microsoft Store.

It will recommend revisiting a file that has already gone to the Recycle Bin and throw an error! 🤷‍♂️
