NOTE: always backup your registry before making changes.

If you are using a Shell program, open "shell.shl" file with your favorite editor then add the following code in static section to remove "Create Shortcut" item from context menu.

Code:
item(find='"create Shortcut"' vis=remove)

Then press Ctrl + right-click to reload settings.
