Resizing windows harder on high res monitor

When the mouse is hover near the edge of a window, it turns into a double arrow allowing me to resize it.
However, with higher resolutions screens, this edge area is smaller and requires higher precision placing the pointer.

Is there a way to adjust the size of this area?

The key is to set your apps to "run as" normal windows (not maximized) You can then manually size them leaving enough space on the edges to see the double ended arrow.
How you manually size them is remembered and each app you size this way will open that same size every time in the future (until you resize them again)
Just remember to not hit the maximize button.
