Hello,
What are you trying to do, i) Clean Install Windows 11 or ii) Upgrade from Windows 10 to Windows 11?

If you are attempting to upgrade from Windows 10 then - is the Windows 10 running on Legacy BIOS or UEFI? If the computer is running on Legacy BIOS, then you would need to convert it to UEFI, before upgrading to Windows 11.

Converting from Legacy BIOS to UEFI can be done from Administrator's Command Prompt with the following command:
Code:
mbr2gpt /convert /allowfullOS

Then after executing this command, you may re-boot the computer and enter BIOS to change the computer to UEFI - but not before.

Your problem is that after enabling TPM and Secure boot, it keep on booting to BIOS, right?
When done enabling secure boot have you created a password for BIOS?
It require you to make a password. It mostly will not work.

Just my two cents

CB.
