RunMRU is not where places said it would be. It is missing from HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\

In Settings (Windows key + I), Privacy and Security, General.... is "Let Windows improve Start and search results by tracking app launches" turned on?
