First, the scenario: The computer in question is a Dell XPS 8950, a rebuilt provided by Dell when they finally agreed with me that my then computer, likely a XPS 8930 was faulty. After a few years, when the warranty on the 8950 was about to expire, Dell had a very good sale, so i bought a XPS 8960. Once I had that ready to use, I set the 8950 aside to replace the Dell Inspiron used by my wife, assuming that she would quickly clean up the Inspiron. It turned out that "quickly" mean some four years or so, as she kept putting off the clean up work, plus much of her time was consumed by her dedication to her teaching, especially Advanced English for senior high school students.

Somewhat over a month ago, I put the XPS on one side of the table, with the Inspiron on the other, and started to set up the 8950 for her, which was rather simple given that she uses only a few programs. A fresh copy of Windows 11was installed, LapLink was used to transfer material from the Inspiron to the 8950. Due to an overly long repair job on our house, I did not do much with the 8950, but finally, a few days ago, I retired what was left of the Inspiron and put the 8950 where the old computer had been.

The Inspiron had crashed once again during the interregnum; as it would no longer start, I gave to a friend who wil salvage whatever he thinks he mmight use, and give the monitor, keeyboard, and mouse to charity. I connected the 8950, and soon encountered some problems which seem to have been alleviated.

That brings me to why I am once again prevailling on the helpful and knowledgeable people here for a Safe Mode complete failure. I had found two related SDK files for which I have no idea of where they came from, and which cannot be removed without permisssion. I thoght that I would use Safe Mode to take care of that, but Safe Mode will notl start. When I click on the first Restart button to access Safe Mode, the monitor states that there is no HDMI signal, the monitor goes black, and that is far as it goes. I have tried twice to get the process to work, to no avail. I have to turn the computer off and back on, which very quickly gives me the option to start Windows 11, and chooings that rapidly tkakes me to the log-on screen. I have no idea if Safe Mode worked with the 8950 when I was using it.

Sfc /scannow and DISM find no problems.

1. Windows key + I
2. Go to Recovery
3. Confirm Restart
3a. I forgot that the No HDMI notification appears upon clicking "Confirm Restart.'
4. Crash

Please try option #2, (the msconfig method) in that tutorial. If it does not get you into safe mode successfully report back.

This is even stranger that my having started two fire departments with an education that most assuredly would not lead anyone saner than me to do so: Following your advice, I tried Option #2, which did exactly what my other efforts did, crash at the same step.

I then spent what must have been a large part of an hour trying to get the computer to restart, with only a few notices that there was no HDMI feed. I turned off every thing in my powered USB extension box, I changed HDMI cable, I unplugged the computer power cord for thirty seconds, and probably a few other steps to no avail.

I am quite unsure of what happened very suddenly when the monitor went live in a dark mode, and there was a notice on the screen that I was in Safe Mode! If I were to make a wild guess, I was at that moment just sitting there doing nothing other than wondering how I was going to get the computer back in operation.

While I was in Safe Mode, I tried to delete one of the two programs that I stumbled on while using the file manager to find something else, but Safe Mode said I could not delete it as another program is using it, instead of the usual message about having to be the administrator or words to that effect. The oddity here is that the program does not appear to have actually been installed, not to mention that its twin that I found in Program Data yesterday does not show it to be there now. Endpoint Protection is the gremlin; Revo Uninstaller doe not list it as an installed program.

Restart did not work, msconfig returned the computer to where I started with nothing gained, alas.

Just to verify, while you actually were in safe mode you went back into msconfig and set it to normal boot as the instructions said, right?

Another way to get into WinRE environment.
Hold down shift then select restart in start menu while continuing to hold down shift which should get you into recovery environment upon restarting.

Are you suggesting that I follow your instructions, or are you just providing a different method of getting the information I posted? I had never heard of the WinRE environment before you asked me to provide the information I then posted, and have no idea what WinRe environment is or does, nor do I know what my report is providing.

Shift + Restart gets you to the same menu as clicking on advanced startup in recovery does just a different way of doing it.
Advanced Startup is the WinRE environment.
