Scanpst.exe won't open

I am trying to launch scanpst.exe but I get an error:

The application was unable to start correctly. (0x0000142) Click OK to close the application.

Have run office repair and rebooted. How can I get scanpst.exe to run?

From my experience, if repairing Microsoft Office doesn't work, you have to uninstall, restart and reinstall it. Don't worry, your e-mail account and other Outlook data are not lost, once you have reinstalled Office you can use Outlook like nothing changed. If you want to be on the safe side, you can backup all your e-mail and other data before uninstalling, but you wouldn't need to.

Trouble is I reinstalled windows a few months ago and it took weeks to get Outlook working. I eventually got a Microsoft agent to log into my PC. I have gone round and round for ages trying to work out how I got though to MS but can't find it.
He did say it would have to be ion IMAP which I knew it didn't as I have been on POP3 for 20 years. However it worked fine for 2 months but now after I open it in the morning emails don't come in until anything from 1-5 hours later.

Surely scanpst.exe should work though?

POP3 saves a copy of the e-mails locally to the outlook.pst file. IMAP keeps the e-mails on the server, but it should not make any difference to your issue. You must to uninstall Office and reinstall it. Your data and settings are retained.

Could be your ISP. Virgin media had precisely that problem in my area last night. Emails sent yesterday early evening have only arrived this morning.
