I have had this issue before. I finally remembered the fix. It has nothing to do with the mini PC but the monitor. I opened its native setting and simply reset it to factory settings and that fixed it. Top of the line Radeon, and Nividia GPU takes complete control of the monitors settings so anything that happens with the monitor itself goes unnoticed. Other than learning where things are located in Windows 11 I am up and running with this mini PC.
