Show little line in an auto-hide taskbar for opened programs

I want to use auto-hide taskbar because of the additional space. But the problem i always have with this auto-hide is, that when i want to hover to the specific taskbar-symbol, i dont know where it is. So i have first to hover anywhere to the taskbar and only then i can hover to the specific symbol.

So and know i discovered, that windows sometimes does sth. like that. It does draw a grey line on the bottom of my monitor for active windows. Here are two pictures:

You see this grey line there ? This is not a display-error or so, because when i change the active window, the grey line changes to in its position. But the strange thing is, this does not show up always. This grey line is only there sometimes and sometimes there is nothing.

My question: Is there any solution (third party program), which can make all my opened program visible on a hidden taskbar with a small (3-5px thick) line ? But better in blue than in grey, because grey is less visible. And not only the active windows, all opened programs.
