Since 22H2, File Explorer windows sometimes spontaneously move to the front

I'm not using Windows Spotlight. I'm using a Theme that comes with a slideshow.

I expect you're not going to stop using it any more than I'm going to stop using my keyboard to do stuff, so it's all about avoiding the problem. If you have a true repro-at-will case, go ahead and report it, but there have been messages stating that Microsoft is aware of the problem, e.g.

MS is just incompetent, as if they couldnt just fix this in 5 minutes. There is a requestFocus() in the Explorer code, that shouldnt be too hard to just search and look through each requestFocus() line why it is fired. They havent looked into it so far, that is the only explenation why it is not fixed yet. As 99% of bug reports in the Feedback Hub are NEVER looked into. Major bugs still exist since 3 years in Windows 11 and are still not fixed. How would you fix it, if there are just 11 people left working in the Windows 11 team.

Millions of Users, like me, do not have this problem. So, since it is not as wide spread as you believe, it is not a pressing issue for them.

of course you have the issue. everyone has it. you just dont know you have it. I have it on every single pc of mine.
If I don't know I have an issue, and I don't see the problem you are seeing, then there is no issue for me or millions of others.

Well, the "Windows Configuration Update (KB5030509)" that was installed when I enabled "Get the latest updates as soon as they're available" included a number of File Explorer improvements, but it didn't fix this bug. I left an Explorer window open but behind a maximized iTunes window as I sat nearby reading while listening to music, and within an hour, I glanced up and saw it had come to the front. My secondary monitor was showing the same Windows Spotlight wallpaper as when I started, so as I've said before, wallpaper changes are not a necessary condition. I'm not on a domain, so the group policy updates hypothesized to cause the problem aren't causing mine. This happened spontaneously, while I wasn't using the computer, though a couple of messages ago, I noted certain actions such as pressing the Start button on my keyboard seemed to cause it to happen immediately, though unreproducibly.

Again, my belief is that Microsoft will fix this whenever they get around to fixing it, and trying to find the cause at the user level is a lost cause. When I need to keep a File Explorer window open for an extended period, maybe because I've got a set of tabs I'm using during a lengthy operation, I'll continue minimizing it, as I don't believe I've seen one pop open from that state, and I recently did a 5 day experiment to try to confirm this, and it didn't happen.

Either you can revert back to the old tab-less File Explorer with the (Windows 10 style) ribbon like I did or you can continue to experience the kind of behaviors with File Explorer that are best described as malware popups. It is what it is. Your choice.
