Smartscreen Not Working Properly

I have three machines in the house...two laptops and a desktop. On one of the laptops Smartscreen works as expected, pushing up a prompt/warning if you attempt to run a file/installer that it doesn't like, and giving you the option to run anyways. However, on my other two machines, running a file that should trigger the prompt instead results in a "working circle" for about a second and then nothing...no warning and file doesn't open (I guess that's good). I can run the file anyway by copying its address in Windows Terminal and it will open. How can I reset Smartscreen (toggling it off and then back on didn't work) to get the prompt to work as expected. I also tried doing a repair and reset of Windows Security and that didn't work either. Thanks.

The file Windows Defender scanned could be white-listed as safe file that would stop any more warnings.

I just completely disabled Smart Screen.
IMO it's pretty useless. It's not like I don't "know" when I shouldn't be trying to run or install a certain program.

For any users that might be too inexperienced or too young to "know"... just switch them to a Standard account.

It is not SmartScreen, the option below "Block potentially unwanted apps" needs to be toggled Off. At least that is how I have it set.

Thanks to all...I turned both off as I'm generally confident in what I download and open. This was more of an OCD thing...when I expect the warning to pop up and, instead, nothing happens, I wonder what is messed up on my machine/Windows...moreso when it is two machines...i.e. did some setting get changed, or registry entry? I ran tuneup plus and SFC and DISM passed just fine.
