Snippet Recording Bar In the way? Movable?

I'm trying to record some screencasts and this bar is in the way and I can't click the tabs behind it nor see which tab is behind it. We can not just simply move it before recording?

Seems there is no way to move it, is that correct still? How to move the snipping tool recorder position? - Microsoft Q&A
